Public Interest SA Urges Mr Letsoalo to Respect SCOPA’s Summons and Account to the Nation

Johannesburg, South Africa, Monday, 24 November 2025 — Public Interest SA calls on Mr Collins Letsoalo to honour the Standing Committee on Public Accounts’ (SCOPA) lawful summons and present himself before the committee on Tuesday, 25 November 2025, to account fully for the alleged maladministration and grave corruption that occurred at the Road Accident Fund (RAF) during his tenure as Chief Executive Officer.
Mr Letsoalo must be reminded that a summons issued by Parliament carries the full weight of the law. Ignoring it, attempting to evade service, or resorting to evasive manoeuvres does not absolve him of responsibility. Failure to comply may expose him to serious legal consequences, including criminal prosecution, as stipulated in parliamentary rules and relevant statutory provisions. Such conduct is also a profound discourtesy to the people of South Africa, who are entitled to transparency, candour, and accountability from those entrusted with public institutions.
“Mr Letsoalo’s continued evasion of Parliament’s summons is an affront to the rule of law and a brazen insult to the people of South Africa. No executive, including a former executive, of a public institution should imagine that ducking the sheriff, hiding behind technicalities, or feigning ignorance will make these allegations disappear. Parliament is not a suggestion box — its summons carry the force of law, and defiance has consequences. If Mr Letsoalo truly believes in accountability, he must stop this unbecoming cat-and-mouse charade and present himself before SCOPA without further delay,” warned Tebogo Khaas, chairperson on Public Interest SA.
The allegations surrounding the RAF are not trivial administrative lapses but raise concerns of systemic governance failures and the potential misuse of substantial public funds. These issues demand a full, honest, and public reckoning. The committee has reserved 25 November 2025 specifically for Mr Letsoalo’s appearance, and it will convene on that date irrespective of whether he presents himself. Should he again fail to appear, SCOPA has made clear that it will deliberate and determine further action.
Public Interest SA implores Mr Letsoalo to demonstrate respect for Parliament, the rule of law, and the South African public by complying with the summons without further delay. Accountability delayed is justice denied. The nation deserves his full cooperation.
