Public Interest SA Commends Peaceful Conduct During 30 June Protests and Calls for Sustained Action on Immigration Challenges

Johannesburg, South Africa | Tuesday, 30 June 2026 — Public Interest SA commends the thousands of South Africans who participated in peaceful marches across the country today, as well as the professionalism, restraint and diligence demonstrated by members of the South African Police Service (SAPS) in policing the demonstrations.

The overwhelming majority of marches proceeded peacefully, with law enforcement responding proportionately to the few isolated instances of non-compliance. The constructive engagement, mutual restraint and cooperation displayed by protesters, organisers and SAPS helped allay public anxiety and provide a valuable model for the management of future demonstrations.

The constitutional right to peaceful protest carries corresponding responsibilities. While the overall conduct of the demonstrations deserves commendation, those who violated the law must be held accountable through the ordinary processes of the criminal justice system.

Public Interest SA is particularly encouraged by the more measured rhetoric and tone adopted by public office-bearers and institutions in the lead-up to 30 June. This constructive approach to public communication helped reduce tensions, foster dialogue and create conditions conducive to the peaceful exercise of constitutional rights.

The orderly conduct of the demonstrations should not, however, be misconstrued as evidence that citizens' concerns regarding immigration and border governance have dissipated or been resolved.

The peaceful outcome does not diminish the legitimacy of the underlying issues that prompted many South Africans to mobilise.

We acknowledge that government appears to have recognised the urgency of these concerns, as reflected in recent immigration enforcement operations in parts of the country. These developments are welcome, but isolated interventions will not be sufficient to restore public confidence or address longstanding systemic shortcomings.

South Africa now requires a comprehensive, sustained programme of lawful immigration enforcement, effective border management, stronger interdepartmental coordination and the consistent application of existing legislation.

Where legal or regulatory gaps impede effective enforcement, government should move expeditiously to introduce the necessary reforms while safeguarding constitutional rights and the rule of law.

Public Interest SA further emphasises that South Africa's immigration challenges are not the responsibility of the State alone. Addressing illegal immigration requires a whole-of-society approach in which citizens, businesses and institutions alike uphold the rule of law.

Too often, those who publicly blame government for the consequences of illegal immigration are themselves complicit by employing undocumented foreign nationals, facilitating fraudulent documentation, providing unlawful accommodation, participating in human trafficking or enabling other unlawful activity for financial gain. Such conduct undermines lawful immigration, distorts labour markets and weakens the effectiveness of state enforcement.

Citizens cannot profit from illegal immigration while simultaneously placing the entire burden of its consequences on government. Sustainable solutions require both effective state action and ethical civic conduct.

Every South African has a duty to refuse participation in activities that incentivise or facilitate unlawful migration.

Public Interest SA therefore calls on all sectors of society to complement government enforcement efforts by complying with immigration and labour laws, reporting criminal activity and rejecting conduct that places private financial gain above the national interest and the rule of law.

We reiterate that effective immigration management is entirely compatible with constitutional democracy and respect for human dignity. Consistent, impartial enforcement of the law strengthens public confidence, promotes social cohesion and reinforces the integrity of South Africa's democratic institutions.

Finally, we call on government to maintain the constructive posture demonstrated in recent weeks by continuing to engage citizens openly, implement practical reforms and address legitimate public concerns through lawful, transparent and accountable governance.
