Just Energy Transition,
ESG and Ethics

The Framework for Strategic Anti-Corruption Intervention (F4SACI) aligns seamlessly with SA's Just Energy Transition (JET) commitments, as both initiatives prioritise transparency, ethical stewardship, and equitable access to energy. The global Just Energy Transition project, which aims to ensure that South Africa’s shift toward sustainable energy is inclusive and socially responsible, resonates with the framework by fostering ethical behaviour, equitable resource distribution, and stakeholder accountability in line with corporate SA's ESG obligations. This connection strengthens both initiatives, amplifying their impact on society and advancing a just, collaborative approach to South Africa’s energy challenges.

Below is an outline of how the framework and JiET project interlink and mutually reinforce each other:

  • Commitment to Ethical Stewardship

The JiET project advocates for an equitable transition to renewable energy, prioritising the needs of vulnerable communities while reducing carbon emissions. Coal mining and fossil fuel energy generating companies' focus on responsible energy use, complements JiET’s goals by promoting ethical behavior among all stakeholders. This alignment ensures that the transition is not only just but grounded in ethical practices, promoting fair and responsible consumption throughout the shift to renewable energy.

  • Inclusive Stakeholder Engagement

Both the framework and the JiET project recognise the importance of an “all-of-society” approach, involving organised labor, businesses, communities, and civil society in shaping South Africa’s energy future. The framework’s commitment to stakeholder inclusion supports JiET’s aim to democratize energy access and involve historically marginalized communities in decision-making. This joint approach fosters trust, encourages cooperative problem-solving, and ensures that diverse voices contribute to ethical and sustainable energy policies.

  • Empowering Communities for Responsible Energy Use

This framework emphasises the responsible, fair use of public utilities, particularly energy, to address both current and future needs sustainably. The JiET project similarly advocates for public education and empowerment, encouraging communities to engage with energy-saving practices and sustainability initiatives. By linking these two goals, the framework and JiET project can enhance public understanding of energy conservation’s role in a fair transition, fostering a culture of accountability and stewardship across all communities.

  • Addressing Economic Inequality and Energy Access

A just transition must consider the socioeconomic disparities that affect energy access and affordability. Both the framework and JiET project recognise that marginalised communities should not bear the brunt of high energy costs or restricted access to sustainable energy solutions. The framework encourages equitable energy distribution, and when aligned with the JET project, it bolsters efforts to make affordable, renewable energy available to low-income households, thus supporting energy justice and economic empowerment.

  • Combating Corruption for a Just Transition

Eskom’s anti-corruption focus complements JiET’s vision for a fair and transparent transition. Corruption in energy management can exacerbate inequality and stall sustainable progress. By embedding anti-corruption measures into its framework, an organisation reinforces JiET’s mission to achieve transparency and accountability in the transition process. This linkage ensures that the energy transition is conducted ethically, with resources allocated responsibly and free from corrupt practices that could hinder equitable access.

  • Strengthening Public-Private Partnerships in Renewable Energy

The shift to renewable energy requires collaboration between public institutions, the private sector, and civil society. The framework encourages partnerships for responsible energy use, resonating with JiET’s advocacy for collaborative efforts in developing sustainable solutions. By bridging the goals of both initiatives, organisations can mobilise resources, knowledge, and expertise to accelerate a just transition, encouraging private sector investment while safeguarding the public interest.

  • Establishing an Accountability Framework

Emphasis on stakeholder accountability for energy use creates a foundation for JiET’s objectives of fair and responsible management of energy resources. The framework’s guidelines for fair usage can be applied to ensure that as South Africa transitions to renewables, there is an accountability structure for equitable distribution and responsible consumption, especially among large industrial users. This joint focus on accountability fosters a transparent system where all parties understand and respect their roles in the energy ecosystem.

  • Upholding Social Justice in Energy Transition

At the heart of both initiatives is a commitment to social justice. Eskom’s framework, by promoting ethical behavior and fair utility use, aligns with JiET’s core principle that energy should be a shared public good. This link ensures that the energy transition is not only environmentally sustainable but also socially equitable, prioritizing the rights and needs of all South Africans, especially those most affected by energy poverty.

By linking an organisation's ethics framework with Public Interest SA’s JiET project, South Africa can advance a justice-oriented energy transition that is grounded in ethical practices and responsible, fair use of resources. This synergy can catalyse meaningful progress towards a resilient, inclusive, and corruption-free energy landscape that supports sustainable growth and equitable access for all South Africans.
